Introduction
Dubai is one of the world's most accessible property markets for foreign investors. Unlike many countries that restrict foreign ownership, Dubai offers freehold ownership rights to all nationalities in designated areas — with no residency requirement, no income tax, and no property tax. This guide covers everything you need to know about buying property in Dubai as a foreign national in 2026.
Can Foreigners Buy Property in Dubai?
Yes. Since 2002, Dubai has allowed foreign nationals of any nationality to purchase freehold property in designated areas. There are no restrictions based on nationality, residency status, or age. You do not need to live in the UAE to own property, and there is no limit on the number of properties you can own.
Freehold areas include all major communities: Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay, JVC, Dubai Hills Estate, DAMAC Hills, Arabian Ranches, and over 50 other designated zones. Virtually all new developments are in freehold areas.
Step-by-Step Buying Process
Step 1: Choose Your Property Work with a RERA-certified broker (like Eivan Properties) to identify properties matching your budget, preferred area, and investment goals. You can buy ready properties or off-plan (under construction).
Step 2: Sign the Memorandum of Understanding (MOU) Once you agree on a price, both buyer and seller sign an MOU (Form F) through the Dubai Land Department. A 10% security deposit is typically required at this stage.
Step 3: Obtain a No Objection Certificate (NOC) The developer issues a NOC confirming no outstanding service charges on the property. This typically takes 3–5 business days and costs AED 500–5,000 depending on the developer.
Step 4: Transfer Ownership at DLD Both parties attend the Dubai Land Department (or use a trustee) to complete the transfer. The buyer pays the purchase price, and the title deed is issued in the buyer's name on the same day.
Step 5: Register with DEWA and Community After transfer, register utilities (DEWA) and community services in your name.

Financing Options for Foreigners
Foreign nationals can obtain mortgages from UAE banks with the following typical terms:
Loan-to-value (LTV): Up to 75% for first property (50% for off-plan)
Interest rates: 4–6% (variable) or 5–7% (fixed for 1–5 years)
Maximum tenure: 25 years
Minimum down payment: 25% for residents, 50% for non-residents (on ready properties)
Golden Visa Through Property
Properties worth AED 2 million or more qualify for the UAE Golden Visa — a 10-year renewable residency. This applies to both ready and off-plan properties (off-plan must be from approved developers). The Golden Visa allows you to live, work, and study in the UAE without a sponsor, and covers your spouse and children.
