Dubai Real Estate Market Growth 2023 to 2025: Comparison, Process and Price Trends

A data-led comparison of Dubai real estate market growth from 2023 to 2025, covering transactions, prices, off-plan activity, and how the market evolved year by year.

Dubai Real Estate Market Growth 2023 to 2025: Comparison, Process and Price Trends

Dubai’s property sector did not just grow between 2023 and 2025. It scaled up in value, deepened in transaction activity, and became more segmented between off-plan demand, ready-home demand, and premium enduser buying. The most useful way to read Dubai real estate market growth 2023 to 2025 is not as one simple boom cycle, but as a three-step progression: consolidation in 2023, acceleration in 2024, and record sales expansion in 2025.

On a sales-value basis, the market moved from about AED 412.0 billion in 2023 to AED 522.4 billion in 2024, then to AED 686.8 billion in 2025. Sales volume also climbed from 133,300 in 2023 to 169,000 in 2024 and then 215,736 in 2025. That is why this period matters: growth was not only price-led. It was also driven by higher market depth and broader buyer participation.

For buyers, sellers, and investors, the key question is not whether Dubai grew. It did. The real question is how that growth changed from year to year, which parts of the market drove it, and what that means for the next buying decision. That is what this guide covers.

Dubai real estate market growth 2023 to 2025 by the numbers

The clearest comparison comes from annual sales value and sales volume.

In 2023, Dubai Land Department data released through the Government of Dubai Media Office showed more than 166,400 real estate transactions worth over AED 634 billion across the broader market, while investment value reached roughly AED 412 billion. DXB Interact’s 2023 highlights also put property sales volume at 133,300 transactions and sales value at AED 412 billion.

In 2024, Dubai Land Department reported 226,000 real estate transactions with a combined value of AED 761 billion across the broader market. In the DLD annual report, sales value alone reached AED 522.4 billion versus AED 410.2 billion in 2023, and total residential sales reached 169,000.

In 2025, DXB Interact reported AED 686.8 billion in sales across 215,736 transactions, with off-plan activity accounting for most of the year’s volume. Because this 2025 figure is presented as sales data sourced from Dubai Land Department transaction data, it is best compared with 2023 and 2024 sales figures rather than with the broader “all procedures” figures.

That produces a simple but powerful conclusion: sales value rose by about 26.8% from 2023 to 2024, then by about 31.5% from 2024 to 2025. Volume also rose by about 26.8% from 2023 to 2024, then by about 27.7% from 2024 to 2025. The market was expanding on both price and activity at the same time.

What happened in 2023: the base year of strength

2023 was not a weak year waiting for 2024 to arrive. It was the year that locked in a stronger base. DLD described 2023 as a record year with 1.6 million transactions across real estate activities, more than 166,400 real estate transactions worth AED 634 billion, and investment value of around AED 412 billion. New investors reached 71,002, and non-residents made up 42% of total new investors.

That matters because it shows the growth story was already international by 2023. Foreign capital, new investor inflow, and confidence in Dubai as a safe and liquid market were already visible before the further jump in 2024.

Why Dubai real estate market growth 2023 to 2025 started in 2023, not 2024

Many summaries skip this point. They treat 2024 as the starting line. But 2023 created the platform. The market had already reached high transaction value, high foreign participation, and strong investment demand. That meant 2024 was not a rebound year. It was an expansion year built on an already elevated base.

For investors, that is important because it changes the interpretation of risk. A market that grows after a weak year can be fragile. A market that grows again after a record year usually reflects deeper structural demand.

What changed in 2024: broader and more balanced growth

2024 was the year Dubai’s market looked more mature. DLD reported 226,000 real estate transactions worth AED 761 billion, while the annual report showed sales value of AED 522.4 billion, up from AED 410.2 billion in 2023. DLD also noted 217,000 investments valued at AED 526 billion and 110,000 new investors, up 55% year on year.

The structure of growth also became clearer. DLD’s annual report showed off-plan investment value at AED 227.5 billion in 2024, up 43% year on year, with investment volume at 129.9 thousand, up 62%. Existing properties also remained strong, with AED 297.5 billion in investment value and 86.2 thousand in investment volume.

This is why 2024 stands out. It was not just about one hot segment. It showed a well-balanced ecosystem between ready stock and future supply, between end users and investors, and between domestic and international demand. DLD explicitly framed the market as increasingly shaped by end-user demand, lifestyle investment, and strategic development rather than short-term flipping.

What happened in 2025: record sales and stronger off-plan dominance

By 2025, Dubai’s market moved into another league on sales value. DXB Interact reported AED 686.8 billion in sales and 215,736 transactions, the highest annual sales total on record in that dataset. Transaction value rose 30.9% year on year and volume rose 18.7%.

Off-plan remained the biggest driver. The primary market accounted for 149,290 off-plan transactions worth AED 448.1 billion, equal to 69% of total sales volume and 65% of total sales value. Resale activity was smaller in count at 66,446 transactions, but it still reached AED 238.8 billion, with stronger year-on-year price growth per square foot than the primary market.

This split is crucial. It tells us that the market was not only chasing launch hype. Buyers were also willing to pay more for completed stock where supply was tighter. That usually happens when population growth, rising rents, and immediate occupancy needs support the ready market at the same time that flexible payment plans support off-plan sales.

Price trends from 2023 to 2025

Price direction stayed positive through the whole period, but the nature of price growth evolved.

DLD’s 2024 annual report states that average prices per square meter for both units and villas reached new highs in 2024. It also notes unit prices rose from AED 14,719 per square meter in 2021 to AED 19,488 in 2024, a 32% increase in three years. The same report says villas showed robust appreciation over the previous four years, especially in premium suburban and waterfront areas.

In 2025, Property Monitor’s monthly market reports showed average property prices rising to AED 1,565 per sq ft in April, AED 1,609 in June, AED 1,625 in July, and AED 1,664 in August. Property Monitor also noted August 2025 prices were more than double the 2020 market bottom and 31.7% above the 2014 peak.

So the price story is not simply “prices went up.” A better reading is this:

2023 confirmed pricing power.
2024 pushed prices to new highs across units and villas.
2025 kept prices rising, but with clearer signs of segmentation between prime ready assets, new-launch off-plan stock, and affordability-led demand in mid-market locations.

Off-plan vs ready: the process behind the growth

A big part of Dubai real estate market growth 2023 to 2025 came from transaction process, not only from headline demand.

Off-plan worked because developers offered staged payment structures and because buyers could lock in exposure to future communities with lower immediate capital outlay. DLD’s 2024 report directly linked off-plan momentum to flexible plans, while DXB Interact’s 2025 review showed off-plan taking the majority of sales volume.

Ready property worked for different reasons. It served end users who wanted immediate occupancy and investors who wanted rental income now, not after handover. In 2024, existing-property investment value reached AED 297.5 billion. In 2025, resale properties posted stronger year-on-year price growth per square foot than the primary market.

That is the process behind the market: Dubai was growing because it had two engines at once. Off-plan captured future demand. Ready stock captured immediate demand.

What this means for buyers and investors in 2025 and beyond

The three-year trend suggests that Dubai is now operating with more market depth than in previous cycles. Higher sales value, more investors, more off-plan launches, and stronger resale pricing all point to a market that is broader than a simple speculative spike. At the same time, supply still matters. DXB Interact reported 1,464 residential projects under construction by the end of 2025, representing 452,101 units, with 65% of units still in early construction stages. That limits near-term delivery pressure but keeps medium-term supply risk on the table.

For investors, this means location and asset selection matter more now. Broad market growth can continue while individual submarkets move at very different speeds. Communities with strong end-user demand, transport access, and limited ready stock can outperform. Areas overloaded with similar upcoming supply may show slower resale momentum even if the wider market remains active. This is an inference based on the supply-stage data and the stronger 2025 resale price performance.

Final verdict on Dubai real estate market growth 2023 to 2025

The data shows a clear pattern. 2023 built the base. 2024 broadened and institutionalized the growth. 2025 delivered record sales and a stronger split between off-plan scale and ready-market pricing power.

For anyone planning to buy, sell, or invest, the lesson is simple: do not read Dubai as one single market. Read it by segment, stage of supply, and buyer purpose. That is where the best decisions are made.
